The line comes from Pixar's Monsters, Inc., released in 2001, where Roz, the slug-like administrator voiced by Bob Peterson, repeatedly warns Mike Wazowski about his missing paperwork. Her catchphrase 'I'm always watching you, Wazowski' became one of the film's most quoted jokes because of its deadpan delivery. Clips and screenshots of Roz later spread widely as reaction memes online, and the audio is now reused whenever someone wants to imply constant surveillance, strict supervision, or that a person has been caught in the act and cannot escape being watched.

Roz's 'I'm always watching you, Wazowski' line from Monsters, Inc. used for funny surveillance, spying and caught in the act reaction jokes.
Roz delivers the line in her slow, deadpan, gravelly voice, dragging out the warning to Mike Wazowski that she is always watching. The delivery is flat and bureaucratic rather than threatening, which is what makes it so funny out of context. The short clip captures that drawn-out menace and leaves a brief pause that feels like an accusation. Played over a zoom-in, a security camera shot, or someone caught doing something wrong, it instantly turns an ordinary moment into a joke about being monitored, judged, and never quite getting away with anything.
