This sound comes from Fallout 4, the 2015 open-world RPG by Bethesda Game Studios. It is one of the Brotherhood of Steel public service announcements broadcast on Diamond City Radio, a satire of 1950s American Red Scare propaganda updated for the game's post-apocalyptic setting. The announcements became popular with fans for their deadpan Cold War humor, and the 'report communists' line spread online as a reaction meme used to jokingly accuse friends and creators of suspicious or leftist behavior in edits and comment sections.

The Brotherhood of Steel PSA from Fallout 4 warning settlers to report communist sympathizers, a satirical Cold War style propaganda clip.
This is the famous Brotherhood of Steel public service announcement from Fallout 4, a deadpan voiceover warning citizens of the Commonwealth to report anyone suspected of communist sympathy. Delivered in an earnest 1950s propaganda tone, the line satirizes Cold War era Red Scare messaging, which fits the game's retro-futuristic Americana setting. The dry delivery over radio-static crackle makes it irresistible as a meme punchline, landing as both a funny quote and a slice of Fallout's darkly comic worldbuilding.
