The sound comes from StarCraft II: Wings of Liberty, released by Blizzard Entertainment in 2010 as the sequel to the 1998 real-time strategy classic. Terran Marines, the game's basic infantry, can activate Stimpack, an ability carried over from the original StarCraft that trades a small amount of health for faster movement and attack speed. Players spammed the ability in competitive matches, so its hiss and yell became instantly recognisable to RTS fans. It later spread to gaming videos and soundboards as shorthand for a sudden burst of speed and aggression.

The StarCraft 2 Marine stim sound effect from Blizzard's strategy game, with the Stimpack hiss and yell Marines use before rushing into battle.
This is the Terran Marine activation sound from StarCraft 2, played the moment a Marine uses his Stimpack ability. You hear the quick mechanical hiss of the injector, a jolt of adrenaline in his voice, and a short aggressive yell as combat stims flood his system. It is fast, punchy and instantly tense, making a normal unit suddenly feel reckless and ready to charge. That burst of energy is why the clip works so well out of context, turning any ordinary moment into a split second of overcommitted, all-in aggression.
