The clip comes from Hellsing Abridged, the fan made parody of Hellsing Ultimate centred on the vampire Alucard. In the abridged version his polite menace is rewritten as sarcastic, foul mouthed comedy, and single insult lines were easily clipped for soundboards. Cheeky dickwaffle spread because it sums up that version of Alucard in two seconds, posh, bored and rude at once. Fans still share it as a stand alone reaction, separate from the episode, whenever a meme needs a posh insult delivered completely deadpan online.

Alucard says cheeky dickwaffle in this short clip from Hellsing Ultimate Abridged, used as a funny insult reaction in meme edits and soundboards.
This is a brief voice line where Alucard tosses out the insult cheeky dickwaffle with dry, amused confidence. The delivery is calm rather than shouted, which makes the ridiculous wording land even harder. It lasts under two seconds, so the punchline hits instantly without any build up. Viewers hear a posh, undead antihero using playground level rudeness, and that contrast is what makes the moment so quotable and funny in edits. The short pause before the insult adds extra comic timing to every reaction cut.
