Major Monogram is the stern, mustached British commander who briefs Phineas and Ferb's pet platypus Perry in Disney's animated series Phineas and Ferb. The German phrase 'du geiler Schlingel' translates roughly to 'you horny little rascal.' This short clip circulates online as a German meme audio rather than a documented line from the show, and its popularity comes from the contrast between the character's stiff military persona and the cheeky, flirtatious insult. German-speaking creators on TikTok and in group chats use it as a teasing reaction sound, and it keeps resurfacing because the punchline works in almost any flirty context.

Major Monogram's German voice line 'du geiler Schlingel' (you cheeky rascal), a short Phineas and Ferb meme clip creators use for flirty, teasing punchlines.
The clip is a short German voice line in the stern, clipped delivery of Major Monogram, the mustached commander from Phineas and Ferb, saying 'du geiler Schlingel' — 'you horny little rascal.' The humor comes entirely from the mismatch: a rigid military authority figure suddenly dropping a cheeky, flirtatious insult. It sounds like a scolding that has gone off the rails, equal parts commanding and mischievous, which makes it land perfectly as a punchline when someone on screen does something shamelessly thirsty or gets caught red-handed.
