The line comes from Venezuelan president Hugo Chavez's address to the United Nations General Assembly in New York on 20 September 2006, delivered the day after US president George W. Bush had spoken to the same assembly. Speaking in Spanish, Chavez called Bush the devil and said the podium still smelled of sulfur, a phrase that was replayed around the world in news coverage that week. It survived as a quotable political insult, and short clips are still reused in edits that need a theatrical, instantly recognisable condemnation.
