The line comes from the anime High School DxD, where Vali Lucifer calls on Albion, the Vanishing Dragon, to enter his Balance Breaker armor form. In the series Balance Breaker is the unlocked state of a Sacred Gear, and Vali's version is one of the most powerful rival transformations. Clips of the call spread through anime edits and soundboards because the wording is distinctive and the shout works out of context as a generic power-up cue, which is why it is still used for reveals and battle edits.
