The Emergency Alert System replaced the Emergency Broadcast System in the United States in 1997 and uses SAME digital headers to target warnings to specific areas. Tornado warnings are issued by the National Weather Service when rotation is detected or a tornado is confirmed. Recordings of televised warnings and tests later circulated on YouTube and soundboards, where the grating tone became shorthand for extreme danger. Creators now borrow that authority for jokes, using the alarm to exaggerate minor disasters into official emergencies.
