The line comes from Meet the Heavy, one of Valve's short character trailers for Team Fortress 2 released in 2007 to introduce the Heavy Weapons Guy. In the video he cradles his minigun Sasha and warns that it costs four hundred thousand dollars to fire her for twelve seconds, before erupting at an unseen touch. Clips of the moment were later ripped and shared on forums, YouTube edits and soundboards, where the single angry question became a standalone reaction for anyone guarding a favourite item.

Heavy from Team Fortress 2 shouting who touched his gun in Meet the Heavy. Used for angry reactions, gaming edits and possessive joke moments.
This is the Heavy from Team Fortress 2 losing his temper over his beloved minigun, Sasha. His deep, Russian-accented voice snaps from calm pride to furious disbelief as he demands to know who touched her, treating the weapon like a person he has to protect. The line is short, loud and instantly recognisable, even out of context. It works because the anger is wildly out of proportion to a single touch, which makes the clip land as comedy rather than a real threat in edits and reaction videos.
