The exact source of this particular laugh is not documented, but the mwahaha villain laugh is one of the oldest stock sounds in cartoons, radio dramas and early video games, where it signalled a character's evil plan clicking into place. Soundboard clips like this one circulate widely because the exaggerated performance is instantly recognisable to anyone who grew up on animated villains. Creators still use it today because no other sound communicates smug, scheming triumph quite as fast.

This is a drawn out, over the top mwahaha style laugh, the kind a cartoon villain lets out right before the trap springs. It starts low and scheming, then builds into full maniacal cackling that stretches on for a satisfying twelve seconds. The laugh has that classic theatrical quality, part sinister, part ridiculous, which is exactly why it lands so well in memes. Drop it under a clip and it instantly frames whoever is on screen as the smug mastermind behind the chaos.
