Neco Arc is a parody cat version of Arcueid Brunestud from Tsukihime, created by Type Moon and popularised through the Melty Blood fighting games and Carnival Phantasm comedy sketches. Her chibi design, chaotic personality and nonsense phrases turned her into a long running internet mascot. Buru nyuu became one of her most clipped lines because it sums up her babyish cat speech in a single sound. Fans share it in edits, streams and soundboards as a shorthand for cute anime chaos that needs no context to understand.

Neco Arc saying buru nyuu in her squeaky cat voice from Melty Blood and Tsukihime, a short anime meme clip used for cute, silly reaction moments.
This is Neco Arc delivering her signature buru nyuu line in a high pitched, squeaky catgirl voice. The delivery is drawn out, playful and slightly whiny, with a nasal meow like quality that makes it instantly recognisable. It lasts just over a second, so it lands as a quick punchline rather than dialogue. Viewers hear it as cute, chaotic and a little annoying in a funny way, which is why it works as an exaggerated reaction to something silly, confusing or unexpectedly adorable happening on screen.
