The effect was created by Disney sound artist Jimmy MacDonald for Pluto's Dream House, a Mickey Mouse cartoon released on August 30, 1940, where Pluto imagines an elaborate dream home. MacDonald built many of Disney's early cartoon noises from handmade props, and this whirling whistle became part of that classic vocabulary for spins and falls. It later circulated in professional sound libraries, including a Hollywood Edge collection under the title Rapid Whirling Twirling Whistle, which helped editors reuse the exact vintage sting in modern cartoons, memes and short videos.

A rapid whirling twirling whistle sound effect created for the 1940 Mickey Mouse cartoon Pluto's Dream House, used for spinning and dizzy cartoon moments.
This is a very short cartoon whistle that spins rapidly upward and downward in pitch, like something twirling out of control in mid air. The tone is bright, airy and slightly frantic, built from a fast whirring whistle rather than a melody or voice. At just a fraction of a second it lands as instant punctuation, making a fall, spin or dizzy reaction feel lighter and sillier. The exaggerated motion in the sound does most of the comedy work, so even a still image or a simple movement suddenly reads as classic slapstick animation.
