Vladimir Zhirinovsky was a Russian politician and longtime leader of the LDPR, famous for loud, theatrical speeches and televised debates that made his voice instantly recognisable in Russia. Short clips of those outbursts later circulated on social media, where editors isolated dramatic words as reaction sounds. Akhtung, borrowed from German and meaning attention or warning, became especially reusable because it is understood far beyond Russian speakers. The clip survived as a meme because that single shouted warning can turn almost any clip into a fake emergency or an over-the-top alert.
