The goofy horn comes from Slap Battles, a popular Roblox game, where a bus-like honk sound plays in-game. Clipped and re-uploaded to meme soundboards, the three-second blast caught on because it sounds just ridiculous enough to work as a punchline, earning searches like mimimimimimi and fart horn from listeners trying to name the noise. It now sits alongside other silly noise memes such as goofy ahh sounds and the fart with reverb gag, and it stays popular because every new fail compilation, blooper reel and goofy edit needs one perfect honk.

A goofy horn honk from Roblox game Slap Battles, like a squeaky bus horn. Creators use it for comic relief when something clumsy or embarrassing happens.
The goofy horn is a short, wobbly brass honk that sounds like a bus driver leaning on the horn with absolutely no dignity. It blasts out in a warbling mimimimimi stutter, somewhere between a real vehicle horn and a clown nose, then cuts off abruptly at about three seconds. The result is pure cartoon chaos: one blast can turn a serious clip into a joke, puncture an awkward silence, or make a dramatic fail feel ten times funnier. It works because your brain hears something big and official about to happen, then gets a squeaky raspberry instead, and the letdown lands every single time.
