The wheee comes from Jerry Garry, a fan-made edit of a controversial MUGEN fighting-game character credited in its tags to josh_geary. MUGEN is a long-running custom fighting engine where creators remix sprites, voices and moves, and edits like this one often become in-jokes in their own right. The clip broke out of that niche as a standalone meme sound: its sub-second length makes it easy to drop into edits, reaction videos and short-form posts, where it still circulates as a quick burst of cartoon glee.

A short, high-pitched 'wheee' voice clip taken from the Jerry Garry MUGEN character edit. Creators drop it over slides, drops and silly cartoon moments.
The clip is a single, bright burst of voice, less than a second long, that rockets upward in pitch like a cartoon character launching off a cliff. It opens on a tight, nasal 'whe-' and stretches into a gleeful '-eee' that sounds half scream, half laugh, with a playful wobble at the top. There is no background noise, no music and no other words, just one clean exclamation. On screen it lands like a sugar rush: it makes a fall, a jump or a sudden swerve feel funnier and more exaggerated, and it gives viewers an instant hit of goofy, weightless energy.
