Killer Klowns from Outer Space is a 1988 horror comedy film about alien invaders who look like circus clowns, and Shorty is the smallest member of the group. Clips of the Klowns, their voices and their laughs circulated for years through cult film screenings, DVD releases and later soundboards and meme edits. Unlike a classic cartoon laugh like the Woody Woodpecker Laugh, Shorty's giggle feels menacing as well as goofy, which is why horror and comedy creators keep reusing it for pranks, reactions and Halloween videos today.

Shorty laugh from Killer Klowns from Outer Space, a high pitched clown giggle creators use for creepy comedy, prank reveals and horror meme edits.
This is Shorty, one of the alien clowns from Killer Klowns from Outer Space, letting out a short burst of manic laughter. The giggle is high, squeaky and slightly warped, rising quickly and cutting off after just a few seconds, which makes it feel both silly and unsettling at the same time. It does not sound like a friendly human laugh, it sounds like a prank is about to go wrong. Placed over a face, a mistake or a sudden reveal, it instantly turns the moment into creepy cartoon comedy and tells viewers not to take it seriously.
