Tails, full name Miles Prower, is Sonic the Hedgehog's two tailed fox sidekick, usually portrayed as friendly, smart and eager to explain things. That helpful, chatty image is exactly why a clip telling him to shut up circulates as a meme sound. It is shared on soundboards and in short gaming edits as a generic shut down line, even outside Sonic fandom, because the name makes the insult feel specific and silly rather than genuinely hostile. The brevity keeps it reusable for reactions, remixes and joke arguments online.
