Talking Ben is a brown dog character from Outfit7's Talking Tom and Friends franchise, introduced in the Talking Ben the Dog app in 2011. In the app Ben sits at a desk reading a newspaper, repeating what users say and reacting with grumpy, deadpan noises. Clips of his reading pose and short he he laugh later spread on TikTok, YouTube Shorts and soundboards as a reaction sound, usually paired with fake news, boring texts or someone trying too hard to be funny.

Talking Ben reading a newspaper and laughing he he he in his deep voice from the Talking Tom app, used for smug reactions and silly reading jokes.
This short clip captures Talking Ben mid read, answering with his dry he he he laugh while holding a newspaper. The delivery is low, flat and deliberately unimpressed, which makes the chuckle feel smug rather than joyful. Ben does not react big or excited, he just glances up and lets out that knowing laugh like he has already heard the joke before. That deadpan timing is why the sound lands so well as a reaction - it instantly turns an ordinary moment into a sarcastic, slightly superior punchline without needing any extra explanation or dialogue.
