Plankton is the main villain in SpongeBob SquarePants created by Stephen Hillenburg for Nickelodeon and this scream comes from the season five episode Mermaid Man vs SpongeBob. In the episode Plankton tries to control Mermaid Man to attack the Krusty Krab. The clip later spread on soundboards and in meme edits alongside other Bikini Bottom staples like the spongebob sad song and the My leg! gag from Fred the fish. Its short length and instantly recognisable voice keep it in rotation for reaction videos.

Plankton's furious scream from SpongeBob SquarePants episode Mermaid Man vs SpongeBob, used for rage reactions, fails and over-the-top angry moments online.
This is Sheldon J. Plankton letting out a high pitched furious scream after another plan falls apart. His tiny voice cracks into a shrill drawn out yell that sounds far too big for his small body which is exactly why it lands as comedy rather than real anger. The sudden volume spike and raw frustration make it perfect for punctuating a moment of defeat. Viewers instantly read it as cartoon rage melting down over something trivial and the contrast between his villainous ambition and helpless outburst keeps the clip funny on repeat plays.
