Shenmue was released by Sega for the Dreamcast in 1999, following teenager Ryo Hazuki in 1980s Yokosuka after the murder of his father. Early in the story Ryo visits bars in Dobuita looking for sailors who might know about a black car seen that day, so he asks the same question to many characters. Because players heard the line repeatedly, the sailors search became one of the game's most quoted running jokes and later spread in gaming videos and remixes as shorthand for Ryo's single-minded investigation.

Short voice clip from Shenmue where Ryo Hazuki asks about sailors while searching Dobuita. Fans use it as a deadpan gaming quote in edits and memes.
This is Ryo Hazuki from Shenmue asking about sailors during his investigation in Dobuita. The clip is very short and flatly delivered, taken from the many repetitive conversations Ryo has with strangers while looking for clues about Lan Di. That earnest, slightly awkward delivery is what makes it funny out of context. Dropped into a video with no setup, it sounds like a strange, urgent mission, and the contrast between his serious tone and the oddly specific question turns an ordinary piece of game dialogue into an instantly recognisable joke.
