Wu Zi Mu, nicknamed Woozie, was introduced in Grand Theft Auto: San Andreas, released by Rockstar Games in 2004. A leader of the Mountain Cloud Boys Triad based in San Fierro, the character is blind yet famously lucky and unusually calm under pressure, which makes his confident laugh memorable in missions and cutscenes. As San Andreas clips were shared on YouTube, gaming forums and soundboards, short character laughs like this one were isolated for reactions and edits, and Woozie's chuckle survived as a quick shorthand for smug confidence in gaming culture.

Woozie laugh from GTA San Andreas, the distinctive chuckle of Wu Zi Mu. Creators use it as a reaction sound for smug, amused or villainous moments.
This is a short burst of laughter from Woozie, the blind Triad leader Wu Zi Mu in Grand Theft Auto: San Andreas. The laugh starts low and confident, then rises into a smug, almost theatrical chuckle that lasts just a few seconds. It does not sound friendly or surprised, it sounds like he knows something you do not and is enjoying it. That tone is why the clip lands so well as a punchline, turning an ordinary scene into a moment where someone seems pleased with themselves, up to something, or quietly winning an argument.
