Dynamike is one of the original brawlers in Brawl Stars, Supercell's mobile arena game that launched globally in 2018. The character is a retired miner who attacks with sticks of dynamite, and his voice lines are known for their cheerful, high pitched delivery. This hehehe clip is taken from one of those in game laughs and later spread through soundboards, fan edits and short gaming videos. Players recognise it instantly as Dynamike's taunt, which is why it keeps being reused for pranks, wins and comic timing in Brawl Stars content online today.

This is Dynamike's gleeful hehehe laugh, a short burst of high pitched giggling from the elderly miner character in Brawl Stars. The laugh stretches out with a mischievous, almost taunting energy, sounding like he has just pulled off a trick with his dynamite and is delighted about it. It lasts just over a second, making it punchy and instantly recognisable to players.
